    eu as well as the more general outcomes from the EU Commission ECVET pilot projects Functioning as a multiplier project Skillsbank is integrating a variety of Learning Outcome based approaches to enhance and facilitate the structuring of qualifications and occupational profiles relevant for vocational education and training career guidance and recognition of prior learning Skillsbank is designed towards improving career guidance and recognition of prior learning towards individuals that need advice related to their further career Individuals can define their aggregated skills and competences towards matrixes of qualifications and occupational profiles This will meet the needs of people on the brink of being excluded from working life or those trying to enter new jobs in a changing employment market The main target of Skillsbank is to bridge between descriptions of qualifications and occupational profiles and career guidance The web based service complies with descriptions and definitions of qualifications according to the ECVET and EQF principles where learning outcomes are organised in structured matrixes A module for recognition of prior learning is integrated into the system to strengthen the quality of the guidance process Optional external assessments and recognition of prior learning are linked to defined learning outcomes Skillsbank is developed

    integrates the operative documents relevant and required in a transnational vocational education and training mobility It is a communication tool between the participating partners as they all have access to the same information through using the system As YOMTOOL complies with the ECVET principles it contributes to individual documentation of learning outcomes certificates and qualification documents tracked and stored for career guidance on a later stage YOMTOOL is an exceptionally flexible instrument it opens for that individually obtained learning can be linked to relevant documents like Journeyman Certificates sector specific certificates and the Europass documents Moreover YOMTOOL as a toolbox contributes to simplify the operation of VET mobility projects The learner participants should therefore be in a more profitable position during and especially after the exchange placement As a cost effective instrument YOMTOOL contributes to making vocational education and training more attractive through easier access to the learner s own training records certificates and qualifications as a tool for individual guidance The YOMTOOL system has implemented the EQF and ECVET principles as the recording method for obtained learning outcomes through different training pathways This also includes validation of prior learning acquired through formal non formal or informal experiences Finally the

    that the others manner in recognising and validating learning outcomes is done appropriately and sufficiently Usually the necessary information is exchanged before the agreements are outlined The difference between the agreements roots in that a MoU is most often set up between organisations that are responsible for certifications in other words competent bodies however Partner Agreements are set up between sending and receiving partners directly Usually the Memorandum of Understanding is a more detailed agreement which sets the framework for transferring credits and learning outcomes This includes which partners are taking part as sending and receiving partners form the two different countries as well as the duration of the agreement Furthermore the MoUs and PAs decide upon the qualification and the learning outcomes the apprenticeships are planned to take part in including defining the procedures of assessment that are to be used to validate and recognise learning outcomes the apprentice is to acquire during the exchange placement As the MOU or the PA have been signed the next step in the mobility life cycle is to set up individual Learning Agreements LA for every single apprentice that is planned to take part in the exchange These are therefore set up as a part of the MoU or partner agreement that exists between the cooperating institutions In YOMTOOL apprentices are referred to as learner participants A Learning Agreement is set up between the sending and the hosting partner and the individual learner participant They are set up under the specific regulations according to the MoU or Partner Agreement Learning Agreements specifies the expected learning outcomes and units to be achieved during the mobility Furthermore it includes the assessment validation and recognition procedures that are to be used during and after the placement mobility experience The agreement covers the competence level the
