    project but we believe that constructive dialogue between the EU institutions and civil society organisations is imperative and builds bridges The provisions on civil dialogue of Article 11 of the Treaty of Lisbon have still not yet been implemented and EU institutions are not engaging in an open transparent and regular dialogue with civil society organisations We hope that this will change during the coming mandate We call for real civil dialogue Mr Junker committed this morning in front of the European Parliament to restore European citizens confidence and to strengthen the democratic legitimacy of the European project Public concerns as brought forward by organised civil society are largely under represented in the legislative processes and the later evaluation phases We believe that citizens would feel more involved in the European building process if a true dialogue between organised civil society and European institutions were to be set up under the leadership of the European Commission It is therefore necessary to develop concrete tools to establish such dialogue and ensure participation so that citizens feel part of and will contribute to the European Union rather than feeling subject to it Gathering the aspirations of millions of citizens through network organisations at national regional and local level we feel responsible and legitimised to request the establishment of a real civil dialogue with representative civil society organisations We call for change of political priorities and for institutional changes In recent years the European Union has been regularly criticised for proposing and even imposing policies of budgetary rigour and austerity measures through the Troika that have deprived many EU citizens of their fundamental rights and created disastrous social effects A strong European Union requires a paradigm shift from a Europe that is essentially an economic project based on the four fundamental freedoms around the internal market to one that restores and promotes the values of solidarity inclusiveness and equality among Member States and European citizens and other residents It is time to finally progress on a Europe2020 smart sustainable and inclusive agenda When a Treaty revision process is launched it should build on such an agenda reinforce representative democracy put citizens back at the heart of the European project and restore the legitimacy of the European integration process via democratic methods This process should include all the relevant stakeholders and be used as a tool to raise awareness of European integration amongst the general public Building on the experience of the European Year of Citizens Alliance EYCA 2013 established by 62 European networks and gathering more than 4 500 civic actor organisations across Europe building on the competence and quality of our networks we call for a new civil and social project of the European Union Oonagh Aitken President Volonteurope Carlotta Besozzi Director European Disability Forum Gabriella Civico Director European Volunteer Centre Antonella Valmorbida Secretary General Association for local democracy Diogo Pinto Secretary General European Movement International Conny Reuter Secretary General SOLIDAR Jean Marc Roirant President European Civic Forum Members of the EYCA

    for the Europe for Citizens programme in the 2014 2020 Multiannual Financial Framework MFF Civil society organisations had agreed not to oppose this proposal in acknowledgement of increasingly limited resources during this difficult economic period However at the European summit in March 2013 the Heads of State and National Governments demanded even greater cuts amounting to a reduction of 23 over the next seven years This leaves a budget of 164m euros for the 2014 2020 period as compared to around 210m euros between 2007 2013 In other words current proposals call for a reduction of 7m euros per annum stripped from an already limited annual budget of 30m euros Not deny the Europe for Citizens programme We the undersigned find it unacceptable that while the EU celebrates the European Year of Citizens in 2013 with the lowest ever dedicated budget for a European Year the Council proposes to deny the Europe for Citizens programme almost one quarter of its already extremely small budget This in our opinion is a counterproductive response to budgetary challenges It brings into question the future capacities of civil society organisations the European actors closest to the citizens thanks to the involvement and representation of citizens views and aspirations to continue to work in partnership with the EU institutions and other stakeholders to pursue the European building process so that it fully meets the expectations of the people of the European Union for a stronger more cohesive Europe A properly funded Europe for Citizens programme in the 2014 2020 MFF would serve to properly recognise and support the role that civil society organisations play in the construction of the European project as envisaged in article 11 of the Lisbon Treaty The reaffirmation of a well financed Europe We reaffirm together the need for a well financed Europe for Citizens programme properly monitored and implemented with respect to good governance transparency regulations and frameworks We further ask the Council to reverse the proposed budget reductions We also call for further implementation of this principle in other EU programmes enabling organised civil society to have a voice in the decisions affecting EU citizens Finally we urge all civil society organisations to raise this issue with their national governments and Members of the European Parliament especially those who sit on the European Parliament budget committee The respective positions taken by both the Council and Parliament on this matter should be made known to the citizens of Europe and visibility given to the extent to which citizens are truly deemed to be at the heart of Europe Voir la version PDF du communiqué Tags Citizen europe letter policies Partager sur Twitter Facebook Google LinkedIn Vous aimerez également Votre Europe votre avis 2016 Citizen Rights report European Citizens Initiative More Impact Simpler Rules We re spotted in EuCivilsociety newsletter this week with our Awards https t co 64NGVbKPvI ECA16 cc Volonteurope Il y a 6 heures Répondre Retweeter Favori Don t miss the debate on Transparency Register on 02 05

    serbe visant à promouvoir le droit à la ville et à soutenir la participation civique dans les plans d urbanisation et la gestion des ressources urbaines Parmi ses activités clés l initiative Ne da vi mo Beograd a été lancée en 2014 mobilisant des milliers de citoyens contre le projet architectural Belgrade Waterfront In Loco est une ONG portugaise traitant principalement du budget participatif soit un nouveau modèle de gouvernance démocratique surtout développé au niveau local dans lequel les citoyens peuvent décider de la manière dont une partie des fonds publics sera utilisée Youthnet Hellas est une ONG grecque visant à favoriser l engagement des jeunes à différents niveaux grâce à des activités innovantes L organisation soutient la participation active de la jeunesse le partage d informations l inclusion sociale et la citoyenneté active dans la société L organisation innove dans la mesure où elle est entièrement numérique et donc écologique puisqu elle ne dispose pas de bureaux Hungarian Helsinki Committee Depuis sa création en 1989 le Comité Helsinki hongrois a acquis un professionalisme et une crédibilité solides Ses thèmes de prédilection sont centrés sur la protection des droits des demandeurs d asile et des autres étrangers ayant besoin d une protection internationale C est la seule ONG d assistance aux réfugiés à être régulièrement invitée à former les officiels publics et les juges dans différents pays Campagne de l année Yes Equality la campagne pour le mariage pour tous en Irlande est issue d un rassemblement de trois ONG décidées à travailler en commun pour un Oui lors du référendum organisé par le gouvernement en mars 2015 Le défi principal a été de mobiliser les jeunes notamment en leur démontrant que leur vote est primordial dans l exercice de la démocratie vorreiprendereiltreno est initialement un hastag utilisé pour répondre à l ancienne ministre de l Education italienne qui avait twitté à propos du confort supposé dans les trains du pays Dénoncant le manque d accessibilité pour les personnes handicapées dans les trains la campagne a pour but de sensibiliser davantage les citoyens et les politiques aux difficultés rencontrées par les personnes à mobilité réduite dans des actions du quotidien eu2014 at L ONG de jeunesse JEF Autriche et Europe Direct Autriche ont lancé la campagne eu2014 at pour les élections européennes et ainsi alimenté le blog dédié en vue des élections de mai 2014 Celui ci a été conçu entièrement comme une plateforme peer to peer pour les jeunes électeurs La campagne a aidé à mettre en place un réseau au sein duquel le dialogue structuré entre jeunes s est développé La campagne 100 000 contre la Taxe Internet a été lancée en réponse au projet de Taxe Internet proposée par le gouvernement hongrois Le mouvement a réussi à forcer les officiels à faire marche arrière notamment en créant d abord une communauté en ligne et ensuite en mobilisant une forte présence d activistes dans les rues ce qui en a fait la plus grande manifestation dans l histoire

  • The 2016 edition of the European Citizenship Awards is officially launched! | European Civic Forum
    policies at all levels Initiatives with a high potential for driving transformative change To this effect we are looking for eligible nominations from all current member states of the Council of Europe in the following four categories Campaign of the Year rewarding awareness raising or advocacy campaigns organised by both informal and formal groups of citizens including NGOs with a real and proven impact on community life or public action and a high potential for driving transformative change Social Enterprise of the Year rewarding businesses or not for profits founded on the basis of social goals which are written into the enterprise s vision and mission the pursuit of which brings in positive social change in communities Volunteer of the Year rewarding individuals who have made an outstanding contribution to democratic life and to the development of a community or cause be it through a volunteering role in an NGO or in another form of an organisation or community association including informal groups and Media Initiative of the Year rewarding professional media and media based collaborative initiatives which give citizens effective tools to engage and bring about positive change in their communities successful media initiatives will have used different tools for engagement and enhanced citizens participation fostered an informed citizenry and enabled the development of a common civic space Following the nomination period open to all according to the rules of procedure a judging panel meets in order to select four nominees per category according to precise guidelines Thus the winners will be selected through a two step process Shortlisting of four nominees per category by an international panel of judges Final laureates for each category will be selected from amongst the shortlisted nominees on the basis of an online vote 30 May 27 June 2016 50 of the overall score and decision of the judging panel also 50 of the overall score The winners in each of the four categories will be invited to an Awards Gala taking place on 12 September 2016 at the City Hall in London the venue for the event the London Dining Room at the top of the City Hall has been kindly offered by Team London at the Office of the Mayor of London for which Volonteurope and European Civic Forum are grateful London has also been selected as the European Volunteering Capital 2016 through an awards scheme coordinated by the European Civic Forum Therefore the location of the Awards Gala in the city will make the evening even more special Volonteurope and European Civic Forum will cover the travel and accommodation costs of the winners In addition the Award winners will be given the opportunity to present their initiatives projects and achievements during the World Forum for Democracy taking place on 7 9 November 2016 in Strasbourg The winners may also be invited for interviews with various European media thus offering them further opportunities to celebrate their achievements and promote their outstanding work ensuring that the values upon which the European project
