    the very functioning of the institutions Civil society organisations bringing people together can unlock a great potential to redefine our social contract for a Europe of Equality Solidarity and Democracy The European Union is facing a growing popular disenchantment since the deepening of the economic and social crisis which emerged in 2010 A belief in the ability of the European project to promote and secure collective well being has been fractured There is a strengthening feeling of being left aside when hit by the crisis Decisions made at the European level to face it seem as they have been imposed by the economically strongest countries Values of equality solidarity and democracy promoted by the European project are seriously undermined by the European institutions themselves Rising regressive populism rises throughout Europe and fuels xenophobic and racist views and attitudes but also measures excluding the most deprived communities or those who seem different On the other hand we are witnessing extraordinary citizens mobilisations which tend to leave no one alone in the crisis to ensure access to Fundamental Rights for all those who are living on European Union s territory ECF action is clearly and strongly going in the direction of inclusive solidarity 3 keys targets and 3 directions In order to rebuild the capacity of the european project to offer to citizens the frame of a shared future and to fight against identitarian closure regressive and agressive ECF joins in the debate For this purpose European Civic Forum acts with three main key goals in three directions is that some Enhance civic partipation Reinforce citizens engagement with their associations and movements for an egalitarian Europe of solidarity and democracy by ensuring access for all Develop Civic Space Help in structuring associative movement in its European perspective through networking common reflection and promotion of citizens active engagement Build civil dialogue We work towards the full recognition of the voice of organised civil society by the institutions through the implementation of a genuine European civil dialogue Actions These three goals are reflecting European Civic Forum ECF maturation over the years This is an approach which considers associations and NGO as separate and complementary actors of political and union movement organisations It is addressed to all actors which intervention is necessary to strengthen democracy but also the sense of belonging to a common cause and to shared concerns Many citizens acting to stake claims their demandes of an inclusive egalitarian society which responds to diversity aspiration Associative movement make available for these goals it s experience it s understanding of obstacles to overcome and opportunities to take build in time For their part institutions have central responsabilities for citizen to be totally involved in a society which spreading values claimed by treaties European Civic Forum connection with citizens mobilisations is done essentially via the activities from its member organisations which are at the heart of the issues to be solved Popular education migrants rights personal data protection the recognition of their demands by national

    level 62 European networks and 20 national platforms illustrates the capacity to gather In 2011 when the Commission proposed to designate 2013 as the European Year of Citizens the ECF together with other major European networks launch a call for the creation of a vast platform of civil society organisations aimed at promoting an open and inclusive vision of European citizenship EYCA is 80 Recommandations 62 European networks 4000 Organisations This unprecedented associative gathering helped advocating for those who claim that European citizenship is not only limited to individual rights and mobility as previously promoted by European Commission s communication campaigns Beyond the hundreds of activities taking place in 2013 throughout Europe EYCA s collective work supported via an activity grant of the European Commission led to the draft of 80 recommendations entitled It s about us it s about Europe Towards a European democratic citizenship Our actions European Civic Days Every year since La Rochelle in 2008 the ECF is organising its European Civic Days a high visibility event in the Member State chairing the Council of the European Union In seven years more than 2 000 organisations representatives politicians and citizens took part in these thematic days which contribute not only to bringing the European debate to national and local level and reach out to people often remote from current European agendas but also to give voice to grassroots initiatives and concerns and bring them to the attention of the European leaders More info European Education Fair The ECF has the strong ambition to raise awareness and to inform European citizens about their role in European economic social and political life For instance during the European Education fair roughly 500 000 visitors in four days organised in Paris in November 2014 in partnership with a collective of architecture students Collectif Parenthèse the ECF questioned the visitors about their place in society and their daily experience of public space Through an interactive and evolving equipment entirely conceived to be re used after the fair participants had the opportunity to paint to write to reshuffle the space and to take ownership of it Event s page Similarly the ECF was particularly useful when structuring the campaign against the nomination of Tibor Navracsics as Commissioner for Citizenship in the newly composed European Commission in 2014 In view of his direct involvement in the measures taken by the Hungarian government cracking down on organisations criticizing State s officials his nomination was considered as unacceptable This EU wide mobilisation was very successful as the Citizenship portfolio was withdrawn from M Navracsics competences Activizenship In order to feed the debate in the public space the ECF has recently published the first edition of a bi annual critical thinking review focusing on social cultural and economic paradigms affecting civil society in Europe and beyond Activizenship Released in December 2014 it deals with ideas and experiences bringing societal changes for a better collective living The review presents militant experiences which enable citizens movements collectives and civil

    or non formal education This particular dimension of civic action plays an essential role in tackling populist regressive forces but also in giving a broader meaning to individuals not only considering them as consumers The ECF launched a working group which will draw a state of art in the area of civic education in several Member States When looking at putting together the positive experiences of its members the ECF intends to develop new tools with a European dimension in order to propose to facilitators teachers and NGO representatives The ECF settled a work group to make a inventory of civic education in the different members states Trying to take advantage of positives experiences of these associations the ECF wishes is to develop new european tools in order to propose new animators teachers and associations leaders NETWORK EVENTS DEMOCRATIC CITIZENSHIP AWARDS The issue of participatory democracy and its links with representative democracy is vital for civic participation Again ECF members have gained a significant experience Thus the European Association for the Defence of Human Rights the French League of Human Rights Dutch Netwerk Democratie German Democracy International Europe House in Budapest Volunteering Matters in the UK and the Polish Institute of Public Affairs have been very proactive on these issues A working group is specifically analysing consultative methods and practices within the European civil society but the ECF is pushing this reflection further The emergence of massive social movements calling for the access to rights urges us to broaden the perspective on citizens involvement in direct democracy beyond the sole institutional actions We therefore aim at thinking about the relations between these movements and organised civil society a strong ambition yet to come Publications A state of Democracy towards citizen rights protection in the EU Publications Events Mon 02 EU
